Ahhh, Kris...you're forgetting the major reason Were's don't try to pass themselve off as "Being in Costume" when they're just "in Fur"...
That's the Werewolf-Fan, and the dreaded Werewolf-Fan GLOMP!
As your own T-shirt shows...even a Werewolf would be hard put to survive more than one major GLOMP. And then there's the problem of prying the Smooth Human OFF....they tend to stick worse than chewing gum, and make loud noises, to boot!
Even the hardiest Werewolf fears the GLOMP!
Not to mention

Keep in mind that a Werewolf at a Costume-Con
in Fur is not in Costume. Showing up in
Smooth (Peter showing up as Peter-the Young-Man) is actually showing up in costume, for them.
I suspect that Sarah will have him in Costume, though. Costumers do that to Boyfriends/Mates (in her case).
Perhaps as an Arab...that way he could be a Werewolf in Shiek's clothing

We're also forgetting the freaks who would
a) stalk and probably blackmail a were to get them to turn them into a were
or
b) just wanna play with their furry, either like a pet or something worse...
Either way they're going to be stalked by rabid fanpeople... And that's just a scary enough thought alone.

Hmmm...
While I can see the Blackmail route (which could be a quick trip to the Rubber Room: "Werewolf? Right! Here, take your medication")
As for Playing with a Were' like they're a big Furry... That could go both ways: think of Rebecca as a "Dom." She'd have 'way too much fun!
But you're dead-center-right, although they will eventually have to come out, just because there is no way they can continue to hide...but not in this society, not now, altho' I suspect that there are some Packs that are "testing the water" so to speak...but that isn't here,
or in this pack
With a new Thrall to take care of, they are too busy.

Some Questions III: The Return of the Fanboys
1) This will in all likelihood not become an issue until much, MUCH later in the series (if ever), but what happens when a werewolf is impregnated? Does she, for instance, have any problems shifting back and forth?
2) Ok, so there are werecreatures. Does the PitW universe include any other magical beings and/or properties, or are werecreatures pretty much it? Or do you just omit the possibility of such things because it’s irrelevant to the storyline?
3) How in the hell did serve in the armed forces and the Korean conflict without raising suspicion? It takes “don’t ask, don’t tell” to a whole new level…
4) Let z = f(x, y) describe a surface. Assume that (3, 5), z = 7, dz/dx = 2, and dz/dx = 3. Find the two vectors that are tangent to the surface at (3, 5, 7), find the normal to the surface at (3, 5, 7), and for extra credit estimate f(3.02, 4.99).

"Th' only way to git chewing cum out of yer hair is to chew it out!"
Hm, I'd say lycanthropes serve rather easily, having already a tradition in place. They've been adapted to it for hundreds of years, changing as expectations int he military change. Although WWI was parricularly disasterous. Like Peter said in chapter one, the can heal from alot.. but being reduced to a pink mist by a howitzer round?
