Actually, most birth control and Plan B, aka the "Morning After" I believe, are hormone-based, affecting the estrogen and progesterone levels. Then again, most of the chemicals used to change human chemistry in modern pharmaceuticals are based on chemicals that naturally occur in various plants. Thing is, Werewolves, for some reason, react better to natural versions, pure extracts (which can't have a guaranteed uniformity, unfortunately) as opposed to synthetically based chemicals.
However, how Lycanthropes react to hormone-based therapy is an unknown. The science is recently new, and applications are few. But 'the pill' in some form apparently works for female werewolves, since Sally has been on some form since Peter was young to keep from getting pregnant.
It might be, with Lycanthrope's keen sense of smell and taste, that they may have been early pioneers in finding some of the earliest forms of herbal birth control, via (a) trial-and-error, with notice of cause-and-effect, followed up by (b) sniffing for the plants that give off similar chemicals to known herbs already used for that purpose.
What Jean was passing off was a bottle of a 'Morning-After" style high-dosage werewolf-friendly ovulation inhibitor. Whether hormone or chemically based, it's for one purpose. To keep Sarah from getting pregnant. The last thing the pack needs with all their current woes is a Thrall Sarah's size with a pup on the way. This would be like... to quote Team America: The World Police, "9/11 x 1000... that's right. 911,000". Sarah got lucky ONCE. And the pack doesn't want to gamble with their lives. Remember, everything the pack has done to this point has been damage control of one form or another.
The next step for Carla, other than procuring more Wolfsbane, is to figure out a regular form of birth control for Sarah to take. Unfortunately, the one male form of birth control, a condom- isn't really going to be Peter's speed... (human form maybe, but even a Trojan Magnum XL isn't going to work on his Wolf form...) Thus, it's going to be up to Sarah to make sure she isn't in a family way anytime soon.
Depo-Provera is a hormone shot that lasts 3 months... in humans. It also involves needles and we know how wuff-Sarah reacts to that. Secondly, given Sarah's abilities, she may burn through that in 13 days, not 13 weeks.
The Intra-Uterine Device, Cervical Cap, Diaphragm, Female Condom, Vaginal Ring, and even the Patch are all out of the question for the same reason. While effective on normal human women, they have to stay in place. There's no guarantee of that given Sarah's massive change in morphology from human to wolfen forms. It'd be too easy for them to slip out of the correct place, and even hurt Sarah when changing back to human form.
Thus, one of the few remaining forms of effective birth control for female werewolves remains the Pill in it's various forms, tweaked of course, to fit the needs of a lycanthrope. Sarah will likely be on 'morning after' versions of high-dosage Progesterone. Carla will be working her butt off trying to figure out the best way to treat Sarah on a regular basis, without giving her too high or too low a dosage.
Other than those, surgical forms of birth control are right out- Lycanthropes tend to heal too quickly, even under surgical conditions, for elective surgeries, and the levels of anethesia for them to be able to be cut on while not provoking a wolf-out. And an abortion is also out of the question.
